Before introducing PhiLan Foundation, Inc., it is important to understand the people and place at the center of this work. The intended focus is on Indigenous and underserved families in Tarusan, Bataraza, where everyday life can be shaped by distance, limited infrastructure, transportation barriers, and unequal access to essential services.
Everyday life, homes, roads & transportation
Families live in rural settings surrounded by natural resources, family networks, and strong cultural identity. Homes and community spaces can be simple, and unpaved or difficult roads can make routine travel more demanding. Transportation is not simply a convenience: distance and road conditions can affect access to schools, healthcare, markets, supplies, employment, and community services.
Daily work and family responsibilities must often be balanced with the practical realities of living far from major service centers. These conditions can make a basic need—getting to school, seeking preventive care, obtaining supplies, or reaching a market—more difficult and costly.
Homes & family lifeRural homes and close family relationships are part of the community context.
Roads & mobilityTravel can be affected by unpaved roads, distance, weather, and limited transportation.
EducationDistance, transportation, and limited resources can create barriers to consistent educational opportunity.
HealthcareReaching preventive care, health information, and other services can be harder when families are geographically isolated.
The barriers are connected
A transportation problem can become an education problem. A healthcare access problem can become a family financial problem. Limited market access can restrict livelihood opportunities. These challenges can reinforce one another and make it harder for families to meet basic needs and plan for the future.
That is why the future approach is intended to be community-led and practical: listen first, understand local priorities, work with local leaders and families, and build programs that strengthen existing community assets rather than replace them.

Our Story & Mission
Lanea Jueco, BSN, MSN, MBA, Founder and Executive Director of PhiLan Foundation, Inc., is a nurse based in Modesto, California, originally from Iloilo City, Philippines. Together with her husband, Philip, and their two daughters, she maintains a family home in Tarusan, Bataraza, Palawan. Through close connection with the local community, Lanea and her family have seen firsthand the challenges many Indigenous families face, including poverty, limited healthcare access, transportation barriers, educational difficulties, and limited livelihood opportunities in remote areas.
Those experiences inspired the vision for PhiLan Foundation, Inc.: to partner with Indigenous and underserved communities through sustainable, culturally respectful, community-led initiatives focused on health awareness, education, livelihood development, financial literacy, youth empowerment, and stronger community capacity.
Our approach is to work alongside communities—not simply for them—while honoring culture, dignity, identity, traditions, and local leadership.

Home, Family & Community
For families in remote areas, everyday life can depend on what is available close to home. Simple homes, unpaved paths, and limited infrastructure can make access to schools, healthcare, transportation, markets, and other essential services difficult.
Yet these communities are rich in family ties, culture, natural resources, and resilience. PhiLan Foundation believes support should strengthen those existing assets—not replace them—and should be shaped with the people who live there.

When Distance Becomes a Barrier
A rough or difficult-to-travel road is more than an inconvenience. For families living far from services, transportation barriers can affect whether a child can reach school, whether a family can access healthcare, and whether local products can reach a market.
These challenges are why community-based education, health awareness, livelihood development, financial literacy, and youth empowerment are important parts of the Palawan Indigenous Futures Initiative.
